Summary: This bill pre-empted Governor Perry’s executive order to mandate HPV vaccination as a requirement for school admission. The bill also prohibited the health commissioner from making HPV vaccination a requirement for school admission in the future. An amendment requiring schools to provide education about the vaccine was approved by the Texas House.
PPNT Position: Opposed—The HPV vaccine is very new and some people have concerns. Because of this, it may be too early to require HPV vaccination for admission to school. This bill, however, went too far, by taking away the routine authority of the health commissioner to require HPV vaccination for school admission in the future, when concerns about the vaccine have been resolved. Unlike any other vaccine, the legislature will now have to pass a bill for HPV vaccination to be required in the future.
